Position: Deputy General Manager of CCCC4th Oversees Department. Employer: China Communications Construction Corporation (CCCC). Description of duties: Responsible for Project management and contractor claim issues, work with Pinsent Masons & HKA in the F3/E60 project of Georgia. Responsible for transport projects processes from feasibility study through investment planning, designing, procurement, execution, handing over and post assessment. Work as an expert in guiding and supervising transport infrastructure projects, provide support and guidance to improve the quality of projects in general. Provide management, programming, technique, contractual guidance and advice to all projects implementing teams. Research and analyze recent developments and new technologies in the transportation field and take charge of disseminating relevant knowledge to projects and colleagues. Collect and study the policy developments on the topics pertaining to the transport infrastructure investment, urban development and the international trade issues to ensure the successful implementation of projects. Supervise all projects are carried out in accordance with local and or national laws, enterprise’s compliance rules and industry regulations. Supervise the work of all projects to ensure the quality, progress, cost and consistency with the client's standards. Supervise project’s financial and contractual management, compiles data detailing expenditure and conducts financial analysis to ensure all projects are running on schedule and within financial parameters. Offer guidance to project’s working programme, quality control, progress and H.S.E plans. Troubleshoot and analyze all kinds of design, contract, budget, management, procurement, communication, variation and claim issues. Responsible for liaising with other professionals, such as company’s leaders, investment banks, clients, designers and colleagues to ensure works are being effectively coordinated. Responsible for developing good dialog and communication with various authorities, others departments and all team members for the success of all projects. Prepare analytical reports and professional presentations to higher authorities for scrutinizing. Participate in cross-sectoral meetings, discussions and regularly site visits.

Position: Project Manager of Thies to Touba Expressway, Senegal. Employer: China Road and Bridge Corporation (Subsidiary of CCCC). Project: Expressway of Thies to Touba in Senegal with a total contract price of USD 800 million financed by the Import & Export Bank of China. Project features: This EPC project is the second expressway in Senegal, it consists of 114Km asphaltic road with double layers of asphaltic pavement and construction of certain new bridges. This Thies-Touba expressway project in Senegal won the ENR (Engineering News Record, USA) Global Best Project Award in 2019. Description of duties: Responsible for the whole project processes from feasibility study through bidding, designing, procurement and construction. Ensure the project is carried out in accordance with local laws and industry regulation. Offer guidance to laborers and staffs to ensure tasks are correctly prioritized and that the tools and machinery required for the project are supplied. Responsible for obtaining relevant licenses or legal permits needed. Plan out the organizational structure to bring out ease and flow in the task. Determine and manage the project schedule, resources, and budget risk. Responsible for contract management, design works and production administration. Conduct the procurement, construction, equipment, supply of materials and employee’s recruitment. Establish working programme, plan of material’s supply, QA, QC, HR and H.S.E plan/documentation/procedures. In charge of project schedule and target control such as quality, progress, budget, safety and so on. Take charge of subcontractor’s management. Troubleshoot and analyze all kinds of design, procurement, construction, contract management and communication issues. Responsible for developing a good dialog and communication with the team member for the success of the project. Responsible for liaising with other professionals, such as consulting engineers, client, colleagues and local authorities to ensure work is being effectively coordinated. Organize regular site meeting, communicate with the local authorities, consulting engineers and client. Prepare progress status reports to consulting engineers, client and higher authorities for scrutinizing, as well as provide technical presentations to local officials, authorities and media. Prepare bids and proposals for the prospective clients to expand business operations.
